PITTSFIELD SCHOOL BOARD

  NOTICE OF PUBLIC HEARING

NOVEMBER BALLOT QUESTION ON SCHOOL DISTRICT TAX/SAU BUDGET LIMITATION (HB1300)

October 27, 2026, 6:00 – 7:00 p.m.

Pittsfield Middle High School

SUBJECT, PURPOSE, AND SCOPE

The purpose and subject of the public hearing is to provide voters and members of the public with information regarding the ballot question and how a yes or no vote may impact the process for adopting the school district and SAU central office administrative budgets, and to provide an opportunity for members of the public to discuss, ask questions and offer comments concerning the ballot question.

No official statements or actions will be taken by the Board at the hearing.  The decision whether to adopt the limitations provided by RSA 32:5-i will be made by the voters at the November 3 general election.  Adoption requires a three-fifths majority vote.

The hearing will concern only the subject matter in the notice heading above, and those matters which may directly relate to that subject.

The school district local tax cap and school administrative unit fixed cap question on the ballot for towns and wards with an annual school district meeting shall read:

“Shall Pittsfield limit property tax growth for the SAU#51 Pittsfield School District under RSA 32:5-i?  If adopted for a two-year period: (1) the local property tax levy may not grow beyond the prior year’s amount, adjusted for inflation and new construction; (2) SAU central office spending may not exceed 6 percent of total school district appropriations; and (3) bonded capital costs are excluded from both limits.  These caps apply only to administrative operations of the SAU central office and do not affect classroom instruction, school-based services, or other municipal expenditures.  These limits may be overridden as provided in RSA 32:5-i.  Adoption requires a three-fifths (3/5) majority vote.”
